Severely Underlocked GPU?

It's a power saving feature. When it's not being used, it cuts it's power down to save you some money.
 
Mmm, I see. Good, good. This happened to my last card [AGP system] where it would stay underclocked, not for power saving either. It could BARELY manage normal clock speeds, and would overheat, even with the side of the PC off.
 
Yeah, mine does that, but if you don't want it to do that, download RivaTuner and just overclock it slightly (5-10MHz) and apply...and it stays that way.

IIRC, you wouldn't even need to OC it. Just set it at standard clock and hit "apply" and whatnot. Realize though that your temps will probably increase since you'll be running it at full clock speeds the entire time your computer is on.

I just leave my clock speeds to CCC since I'd rather save the power/dough.
