So as far as memory goes, is it better to have lower timings or higher timings? I'm currently active in an OC'ing forums and over there they tell you to raise memory timings. The new DDR3 memory are higher timings than DDR2. This leads me to think the higher the better. But I've also seen around here that lower timings are better. Also the word "latency" leads me to think lower are better. So which one is it?
 
Lower. 4-4-4-12 is faster than 5-5-5-15.

But when overclocking, loosening up the timings (higher values) helps to stabilize memory performance allowing for higher operating speeds (MHz).
 
Its lower the better.
The DDR3 has faster speed, which makes up for the higher timing. From what i heard.
