Power Supply Problem

Hello, today my friend bought a new video card and tried installing it by himself. He called me up and said his computer would not start up so I went over to his house and checked it out. I looked at the power supply and in the back of his PC there was a blinking green light. I found out that his new video card required a wattage of 300 and his power supply only went up to 215w. My question is could he have fried the video card or motherboard?
 
I doubt he fried it. His system just won't power up because of the power requirement not being met.
 
I forgot to add that his system won't even start up without the new video card in it.
 
He never had an old video card, his graphics were integrated. My guess was that his power supply is broken now, but I'm not sure what else could be broke.
