Last i heard, the mail that are sent out are done by computers, and the workers dont actually check the sent out mail.

LOL the sad thing is I'm not even surprised that this happened...The IRS is such a JOKE...If you owe them money they will garnish your wages, prevent you from getting loans, go after family members, or basically whatever they have to to get the money from you...BUT if they owe you money you have to request it....HAHAHAAHHAHAHAAHA Only in AMERICA

Actually no...
My dad was owed over £3k in tax rebates and the letter they sent him came second class and took two weeks.
My mum owed around £100 in tax credits and she was sent a bill in first class mail on next day delivery.
