Yeah, but the costs of running a server, vs handing out a manual, disk, and case with every game is much cheaper. If you had 75% of the gaming market using steam, the server price, per downloader, would be incredibly low. The price per customer when buying the physical product remains the same though. I think it costs like $5-10 for supplies and all for every game sold.
