A good drive partitioning tool if not the Disk Management tool included in Windows will easily take care of that. In the Disk Management you simply right click and choose delete to see a partition removed.
It depends on why you would want to delete it in the first place as far as expanding another one into that then free space or creating a different type. Most will use a 3rd party drive tool to see an OS partition removed like GParted(free Linux tool), Norton's Partition Magic, Paragon, or another separate software.
