Problem with 2 Desktop Machines

THE ISSUE:
After a period of time the system seems to begin to slow down and after about 5 minutes or so, the system basically stops responding, except for the mouse, and it seem to be ignored. In an attempt to close an opened IE window (which never appeared), I tried to open "Task Manager (TM)" yesterday on one of the machines then went to lunch. After about an hour I returned to find the TM open and accepting input. The system was still very slow and any attempt to open a window/program failed. I even replaced the 256MB memory with 2 gigs of Kingston. The problem still occurs.

To describe it generically...it is as if the CPU speed was slowly being dialed down to the point that the processor is simply at a stand still.

MY ATTEMPTS:
ran ccleaner - made repairs to registry and empted temps
ran malwarebytes - found infections/cleaned or removed
ran sfc /scannow (no errors reported)
ran trendmicro housecall - additional findings w/ clean/removal
ran Dell Utility Partition (F12) with no errors found in Hardware
replaced memory without success
