That's a good link and shows that it is probably illegal in most cases to connect. I hadn't thought about the TOS with the phone or cable company aspect before. Thanks.

Most people that don't have secure wireless connections don't know how to make it secure. They are not technically savvy and therefore are doing it unknowingly. NOT because they want to pay for their neighborhoods internet or because they simply just don't care.

The link says what I have been saying all along. It may or may not be illegal. The only way to know for sure would be to read any local laws and his TOS with his internet provider.
