It's a huge fan and might just run at that speed.
It's kinda slow but with acute blades it will shift a lot of air.
I think if thats the speed it runs at then increasing the fan speed, if possible, will make it noisy...

However I read some of the reviews and someone has stated that they cut the thermistor to have it run at 100%.
