Yeah im doing some random researching now...

The only other details i can remember are:

He is thrown off a building,or he is on the ground already and a truck is dropped/thrown on him? When the truck is on him (Or he lands on it,unsure) he then says "I really hate that guy" or "I hate that bastard" Something along those lines,and then it changes scene.It definately was an action movie,and it was DEFINATELY a 90's film.

And that there is another scene that (i think) The evil buy cuts open the bald guys head,and inserts a chip (i think) and then seals the head up...

This bald guy is a big and muscly guy aswell.
