computer wont turn on

my friend brought one of his friends computer over, and it wouldnt turn on. I plugged the power adapter in and press the power button, and i get nothing.
What could be the problem?

AMD Phenom 9850 BE
2GB PQI DDR2
MSI K9A2 CF-F motherboard
8600GT
450W Xion PSU

but even if its the PSU, shouldnt it be able to power on the system for less than a sec?
My friend is going to bring another PSU later, so we will see if that is it.

You want a PSU that can supply at least 550W to that set up.

yep, its the PSU.
Damn Xion, thats like the 3rd one that died out on us.
I told the guy he might need to spend a max of $100 for a new PSU.

now... ON TO MICRO CENTER!!!!
newegg is cheaper... but i dont think he wants to wait...
