har drive needs to be initialized before use

Possibly a noob question

I just got a new 1.5tb hard drive and when I go to format it for the first time a box popps up saying could not complete the format disk is not initialized.

What do I do to initialize it?

Is it an external or internal?

If its external, USB/Firewire power may not be enough. You may have to power on the drive to use it from an external source to use its full extent, as Windows might see it, but can't use it.
I may be wrong however...
If its internal, check its plugged up right, as that is unusal.
