Q6600 + Motherboard = OMG SLOW

Hello everyone I just recently updated from a X2 4400+ 2.3ghz to a Q6600 2.4ghz and I have problems.

My PC specs are
Intel Core 2 Quad Q6600 G0
GIGABYTE GA-EP45-UD3R
Evga 8800GT 512mb
4x 1GB G-skill PC6400 DDR2 800 5-5-5-15 1.8v
TX750w Corsair PSU
Seagate ST3320620AS 7200RPM 320gb
Windows Vista Ultimate x64


Now I just got the board/cpu last night for my b-day though sadly I didn't get to enjoy it during my b-day.
The issue I am having is its VERY SLOW...I can't install Vista via disc its so slow...I am looking at 5-6 min boot times with vista on my old X2 4400+ Vista install so I was unable to install a clean version.

Here are screenshots of the BIOS. Note that the memory timings I put back to AUTO since I have little clue what I am doing or what is wrong here.

When I first installed the chip it had me at 266x8 so I put it to 266x9 to reach 2.4ghz. I am using stock cooling...but ordering a tuniq cooler in a week.

The bios settings appear to be OK.

Try running just two memory modules in dual channel, a lot of boards have issues with 4*1GB modules.

There are a few settings in your bios that should be adjusted but that can wait until you get the pc running.

Did you just plug your old HDD into the new pc?

Have you loaded the m/board drivers? (specifically, the chipset .inf update)
 
Yeah I couldn't install a fresh Vista install so I used my old AMD set up....so now I installed all that.

The biggest issue is temps but I think I fixed it....after 20 mins of burn in @ 100% load I hit roughly 54c bit high but I think I will see a 5-6c drop once the AS5 gets burned in.

I tried running just two ram modules but it was still slow and I still can't format a new install of Vista.
Could the board be limiting my SATA CD-Rom drive?
 
Far fetched idea, but the difference in speed you notice could have to do with the memory. What was the rated speed and timings on the AMD build compared to this one?
