I'm almost done building my computer and now I have to deal with the OS. I was going to buy one but I remembered i could just borrow a friends CD. is this a safe idea?
Also is XP better that Vista? DX9 or DX10?

If you have a decent specced machine, I would go with Vista, because of DX10 support, and also because it's just works like it should now.
I'm running the 64 bit edition (I would recommend going with 64 bit over 32 bit), and I've had zero problems with it. I don't think I could go back to XP.

It's not a good idea to borrow your friends OS CD (it's against the EULA) unless you have your own key.

If you have a system with enough fire power, Vista w/ DX10 would be the way to go.

yeah borrowing the cd isn't a good idea...ofcourse unless you have your own license key...like rooster said.

As for which is better, really its all up to you. I prefer xp over vista, but thats just a matter of opinion :)
