if you get a 4870 get the 1GB version so it doesnt run out of ram
for some reason on a review (forget the name) on some big tracks on Race Driver GRID when the settings are cranked, it cant run it corretcly because it uses the 512MB on te GPU and will corrupt
like i said go post up here www.bit-tech.net for your water cooling but make sure you tell them your in the US because its a UK site. and rohan if he has the money for a GTX280 then thats a good choice considering hes getting a triple SLI motherboard. so in a while he can eventually SLI his GTX's. i totally forgot about the PSU.
just that comes out to 1065.95$ without tax or shipping. the res is up to you (monitor, mouse, speaker, etc.)
now for water cooling i would go here www.bit-tech.net. just go post around in the forums. everyone on that site has way more water cooling experience then us

if you arent going to do extreme OC, then air cooling will do fine. If you are going to slightly OC, then stock air cooling will be fine. Or if you are going to do some decent OC, then get an aftermarket HSF.
Transparent Case (The one i want that i cant afford ) NZXT Apollo
You will get a couple of FPS gain in games if you have the soundcard since it has its own Processor so it takes some work off the CPU. But some people dont think $30 is worth the couple FPS
