isnt that CPU a bit high for her needs? Thats more of a gamers/3D Graphical CPU, could get a cheaper desktop with a slightly lower end CPU.
But if you think she should have that, then i say go for it.

Instead of her buying one there, why not you order the parts, build it, then ship it to her.
It might be cheaper, and better.
