OS Won't Read RAM

Okay, so I've recently installed 2 new sticks of 1 GB RAM with my 2 pre-existing sticks of 512 MB.

The problem is, it simply isn't reporting to the my Operating System. Which is Windows XP 32 bit. That should read my total of 3 GB RAM, right?

My computer says it's a Pavilion a1647c.

Whenever I do any Hardware Scans, they read all 3 GB of RAM, but say only 1 GB is reported to my OS. I've tried modifying the Boot.Ini tab, but it always switches right back to 1024 MB after applying the change.

I just tried that.

The only new thing I got was that my PC found new hardware, and wants to install it. Does one usually install RAM?

My Boot.Ini will just never change from 1022 MB.

If it helps at all, last night I had a 2 GB stick of RAM, and when I put that in, it only read 2 GB, other than the 3 GB it should have.

I learned that each of my 4 slots can only read up to 1 GB each. So buying two 1GB sticks was my solution.
 
It may be possible that your motherboard doesn't support more than 2 GB of RAM.
 
You probably just got some bad sticks of RAM. Call Kingston's customer service. They are extremely helpful.
