ok so recently i have figured out im going to have to start from scratch to make a new computer for myself

1. will it be possible for me to use my dvd/cd drive in this new computer rather then buy a new one?
2. i do not no how many watts my power supply i have currently is but could i reuse it rather then buy a new one?
3. how many watts should i be looking to get to run this setup?
4. Fans?
5. the CPU i have now says 2.60GHz, and the one i am currently trying to buy is 2.30GHz, does this mean the processor i have now is better?
to anyone that hasnt figured out, i have not built a computer before but i am not stupid about computers at all and am just looking to learn
