Need Help with parts.. Newbie

Newbie in here, just wondering if anyone can help me out choose some new parts for my computer since i have some knowledge but dont feel like getting ripped off lol. Anyways just looking to see if anyone can help me upgrade my computer. I bought this computer built in 2003 , so please bear with me and help me out if you guys can...

Here are the following parts I have ...

Motherboard : Intel Silver Reef D845PESV ( 478 pin )
Cpu: Intel Pentium P4 2400mhz
Ram: I have 2 ( 512 MB Ram )
Harddrive: 74.5GB not sure of brand

There's not really anything you can salvage from that. You have a socket 478 motherboard, DDR RAM and most likely integrated graphics.

You're going to have to build from scratch. So, what's your budget? Which country are you in?

Yeah thats what thought, i mean i have a external sound card and video and other stuff i can use ...

Well if you bought that,mounted it in your existing case,you could also possible use your existing PSU Aswell,the only thing you would need would be some RAM.
