it seems like you have 2 extra amps than you actually need to run the card.
though this only has a 20pin instead of the 24pin most PSU has nowadays.

If you get a new PSU, try to get one with 2 PCI-E connectors.

it either seems like theres something wrong with your computer (hardware or software) or that something is bottlenecking.
do you have a friend that has a good PSU?

What settings are you running in COD4? I run everything maxed @ 1440x900 and run in the upper 100s to 200s. Only thing I turn off is smoke edge smoothing, it's a stupid addition and will kill performance of any card.

i got the smoke edge thing on, and i dont get bad FPS.

Do you have more than one PCIE slot on your motherboard? Try a different slot.

No. Performance is not affected by a bad card. You would visually see errors if the card was bad. Know stuff before you say stuff.

welll i play with every setting low. no smoke edges. low detail an everything try to get the most out of my card without overclocking. idk guys...i might just try to replaces PSU and then go from there? idk?
