AMD CPUs do the exact same thing, it's called Cool'n'Quiet. Anyway, we already concluded that it wasn't EIST that was causing the problem, as the multi was set to 6 in the BIOS so... OWNED>.

I think that of of them was slower because you where running the Gears of War installer (or maybe game).
