He said he disabled it and it still didn't work...?

Are you trying to use AIM to school? If you are then it is most likely gonna be blocked unless you use UltraSurf.

Skype is blocked at my school but AIM isn't. By my school I mean a college. We are given laptops through the school and Skype is blocked on the network.
