Reformating

My computer seems to have a error when it starts up and wont work. I get safe mode screen every time and nothing works. so im wondering were can i get a system restart disk from. my computer didn't get one with it and it is a custom computer and the company is no longer in business.

No recovery disk? That's a bit of a problem, did you at least ge a XP/Vista cd key with it that would let you reinstall an OS?
