At what point do you need an upgraded PSU for a new GPU?

I Had an 8600GT,And i could play games (Mainly Counter Strike source and Test Drive Unlimited) At 1400x900 at Good settings quite smooth!

an 8600GT would struggle with COD4 at anything above 1024x768 and that's with very little eye candy, I would suggest he get an 8800GT or 9600GT, which will probably be about the same price as that 3850 very soon (about $100), I know this because my son has an XFX 8600GT (1GB), if he wants to save up a little bit more, a 4850 would probably be ideal for him (about $150 if you catch a good deal)...

I say get the 8800GT. Same price as the 9600GT last time I checked. Both cards are pretty much the same though.
