Oh now I remember him...his name is Eric Moussambani and I think he's from Equatorial Guinea. He got a Guinness World Record and national record for that swim even though he was that slow. I think even slower than all the 200m freestyle times too. The funniest part is that he started swimming roughly 8 months before the Olympic trials and he only had a 20m hotel pool to practice in.
Supposedly he's made a vast improvement though with his time at about 57 seconds for the 100m. Compare that to his 2000 Olympic trial time of 1:52.72.
