What do you mean by "not start"? If you mean the OS, then that would happen to any computer until you format and install an OS onto the new hard drive.

I recommend you buy an MATX PSU with 300W or so. That should fit your needs. If it is too small you can just use electrical tape and keep it firm, lay the case sideways.

No i was installing a extra one.

I've done that before, and never had problems with it starting up.
