is this card any good?

so i am looking for a graphics card for my friend, and he is an ATI fan, and dont want to use Nvidia, so the 8800, or the 9600 around this price range cant work.

the fan and heatsink doesnt seem to be really efficient if OCed, and played for a long period of time.
Should i recommend this to him?
oh yeah, and he is like really lazy, so he never do the MIR.
