So if I reformatted would I be able to reinstall? When I upgrade as well it will be almost a new system. New Mobo and CPU and Vid Card. I would have to buy a new copy to install on my computer if I did that?

Video card wouldn't matter. If it's a motherboard, you'd need to be changing it because the original went bad for it to be legal.

I don't care if it's illegal or not, I just care whether it works. Does it? I did it with windows XP.

The correct term for the disc you have is OEM. It follows the same installation policy as retail.
However, if you get the deployment package you can buy blocks of activations. 25, 50, 100 and so on. Better have some deep pockets if you go that route. It's over 1000 usd for the lowest tier.
