for some reason my downloading is capped at 150kbs every once in a while it reaches 500 for like 30 seconds then goes back to 150..

its my provider thats limiting this right?

Probably. You need to read your terms of service again to be sure, or even call your ISP to ask.

well its because comcast throttles torrents.

Not mine! At least not yet. Downloading F1 Canadian GP yesterday at 1 megabit per second
