What is this? Keeps appearing whenever I try to play

The game loads up fine, and then when the screen refreshes while its loading, it comes back like this:

it stays like this through the whole game

i'm set at 1680x1050

Is your GPU overclocked any? If so, take it down to stock speed and see if it still persists. If it does, are you sure the resolution is supported by the GPU and monitor? Also check the cables leading from the PC to the monitor, they could also be the problem.

not overclocked, i tried that.

monitor is 22". i have dualview set up with another 19".. disabled it and works fine. however, when i set the 19" to primary monitor and play on that, the problem doesn't persist. what could this be?
