Hmm... I would say that the minimum requirements should be around this: AMD Athlon 64 X2 3800+ or better,1 GB RAM, 512 MB Graphics Card Nvidia 7200 or better.

The recommended should be this: AMD Athlon 64 X2 4400+ or better
2 GB RAM, 512 MB video card Nvidia 7200 or better

I've noticed that when driving fast on the 360 version, it seems to have a little trouble keeping up.

That's probably pretty accurate, depending on how much they improve/tweak the graphics for the PC version.

w/e forget the PC version
in about a week i'm purchasing a 24" monitor (HDCP and 1080p capable),

and in a couple months i'll find a PS3 for ~$300 off craigslist, and that one good PS2/PS3 keyboard/mouse adapter

then no worries about system requirements

I have to agree.

My brother brought the GTA4 Pack and it's amazing. But over the last year I have not bothered with my PS2 and I have thought hard about buying a PS3 but would like to play all the great games on my PC with my new spec.

So i'm going to upgrade and hope that the game coders utilise the power of a hot gaming PC when they port over.
