Hi im about to buy a copy of Windows Vista Ultimate-64 Bit and on new egg im running across several versions of Windows Vista.

I ran across Windows Vista Ultimate-64bit OEM for 189.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16832116493

and then I come across Windows Vista Ultimate-64bit for Retail which is 289.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16832116473

my question is, if im using the copy of windows for bootcamp does it matter which version I get?( would much rather spend 190 for it rather than 290.)

You'll need to buy some kind of hardware to be able to buy the OEM (legally), as it's intended for new system builds.

do i have to by the hardware for the OS to install normally? i will buy it if its the only legal way im just curious

doesn't matter which version you get, installation will be exactly same. OEM is supposed to be for new builds, mainly ones that are going to be sold forward. So the choise is yours, but both will work just fine so I'd go with the OEM.
