Monitor problems at computer restart

It happens that most of the time when I reset the computer software mode from WindowsXP or from BIOS, after that the computer puts the monitor in stand-by after that shuts it down for a few seconds and turns it on again. I`m not worried about this, but i`m afraid that this could damage the monitor as it is unhealthy for it to be shut down and started at that speed. It never happens when I restart the PC from Ubuntu. This happened since I installed a nVidia video card, I don`t know if this is the source of the problem but it may be.

My specifications:
CPU: P4 Celeron D at 2.26GHz
376MB RAM
nVidia GeForce 5500FX
and a Dell M782p monitor

Does anybody know what`s the solution to this quirky problem?

I don`t know if this information could help. I`m running Ubuntu right now, I use it 78% of all time, dual-booting with Windows.

Doesn`t anybody know the solution to this? It`s becoming quite frustrating for me.
