It doesn't matter, but I believe that one of your running processes is causing the abnormal CPU usage.
 
Yes. It could be explorer. Don't be suprised when you task bar etc dissapears when you end explorer.exe. It should restart, and if you see the cpu usage return to normal whilst explorer is down, you have found your problem.
 
Fixed wasn't explorer. couldn't tell you what it was because I got mad my cpu usage was still at 100% while i was ending program after program. But will my cpu usage go back to 100% once i restart my computer?
