This Motherboard, This Memory, This Processor.

People will complain that this motherboard is no-name and the memory is "cheap", but our friend here is short on cash. Plus, several reviews prove that these pieces of hardware will be very reliable. And all of it (including integrated video) for under $150, plus a PCI-E slot if you want to upgrade. This combo is a steal, I highly recommend you get it.

Use your current hard drives, case, and power supply. Use the same IDE cable for your hard drives and optical drives. If your hard drives are SATA, then great, because this motherboard has the required connectors.
It should run XP fast, and Vista Basic decently. I recommend you stick with XP though, (haha).
As long as you don't overclock it, it won't be obsolete for another year or two.

Have fun.

I think that for under $150, AMD is the best way to go. Do you have a PCI-E video card?
If you do get this mobo: http://www.newegg.com/Product/Product.aspx?Item=N82E16813135069
CPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103735 or if you can afford it, this: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103774
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820211165

If you don't have a PCI-E video card, then get this mobo instead of the other board I linked to: http://www.newegg.com/Product/Product.aspx?Item=N82E16813135075
This is AMD's new 780G chipset with the integrated HD 3200 graphics chip. It is by far the best performing integrated GPU ever. Plus you have the possibility of doing hybrid Crossfire. Which means linking a low end HD 3000 series GPU like the 3450 or 3650 with the integrated chip to get a nice performance boost when playing games.
