How do you get your lower task bar doubled like that?

Right click -> Uncheck "Lock the taskbar" -> Drag the taskbar up or down

hover over the top of the taskbar and it should change to that double sided arrow , if that doesn't work right click the task bar then untick "lock the taskbar"
and you should be able to pull it up
