Does refresh rate effect video playback?

Would changing a monitors refresh rate from 60 to 75 Hertz effect the quality of video playback? I was just wondering if that would improve the playback and make it smoother. Also, I'm using a LCD monitor, so I don't know if refresh rate even matters if your not using a CRT monitor.
 
Refresh rate matters more on LCDs as they can't reach the high refresh rates that CRTs can. It would make it less tiring for your eyes, I suppose, but you won't notice a difference in quality if that's what you mean.
 
it won't affect video playback. Depends on the file, but usually videos play at about 25fps. So yeah, as long as your refresh rate is more than the videos fps then it's as smooth as it's going to get.
