Smaller processors?

With the chips in processors becoming smaller and smaller, down to 45nm, only really affect the buyer in the sense that less voltage requirements mean increases in performance in speeds? Otherwise it's all for the manufacturers .. cheaper processors... etc. Is there many benefits?

Well, surely being cheaper to manufacture is beneficial to the buyer as they will be cheaper to buy (take the HD 3870 and the 2900 XT).
