Is there any way which I (System Administrator) can edit other users registry?

Yes you can.

But a bit of a warning, don't mess with the registry unless you know what you are doing!! You can seriously screw up your computer if you do the wrong thing in the registry. And judging by your question, you're not real familiar with the registry.

Well, I am an experienced coder, I know what I am doing, I've just never had to edit other users registry.
But how do I know which user it is that I am editing?

Unless the username of the account doesn't appear there, trial and error i suppose (never done it myself and this computer only has one user)
