Today when I was downloading some torrents with Azureus, I opened Firefox to browse the web and it wouldn't even a single page. Once I stopped the torrents or closed Azureus the problem went away. I've been using Azureus and uTorrent forever to download torrents, and all of a sudden this started happening today. I fixed it by downloading a utility that allows you to modify the TCPIP.sys file and change the max amount of connections windows xp allows. Why do you think this problem started happening today?
