HqHost.net has their datacenters in NewYork, Chicago and New Jersey. Are there any coupon codes on them?

It seem that you have lots of questions (presales ones mostly ) maybe it worth to ask them directly and why don't you want to try to compare more companies. I'd suggest you increase number of companies you consider: Hostgator.com, GlobalTap.com are good companies with good reputation and quality. I'm sure that if you consider more then one company you will find the most decent solution for you.

I think that Hqhost.net as other s web hosting company allow that. You send them request and they say you prices. I personally dislike such scheme.
