Portable Windows XP

I recently got an external hard drive enclosure, and i've been trying to make an external XP hard drive into a portable computer type thing. All of the BIOS i've tried from have supported boot from usb. I've read that Windows doesn't allow you to boot from usb, something about it refreshing its usb ports during boot.
Is this true? And if so, is there a way to edit the registry files or something to make it work? (I can put it back onto an internal sata port and boot from it just fine) It's a spare hard drive, sort of a pet project ive taken on, so i'm open for anything.
Thanks!
