whats the best overclocking book that explanes everything to do with overclocking

The book of "Trial and Error"

Really there is no definitive book as such as m/boards vary greatly, trial and error is the only real way.

You could Google your board for a guide, most times someone has written one.

If it is the very basics (FSB:Memory ratios, voltages, dividers etc) that you don't understand then asking questions on forums like these will get you started.
