Newer RAM cheaper?

Lol. DDR2 is easier to make and flash chips are cheaper now, so it's cheaper.

PC800 ram is DDR ram, but it's as fast as DDR2 ram, which makes it more expensive.

Also your sig is 6 or 7 lines. Shorten it.
 
PC800 RDRAM, otherwise known as Rambus, is more expensive because of the manufacturing process involved. Not too many systems use that type of memory these days.

I'm not sure why DDR2 is cheap as compared to DDR memory.

CL3 and CL5 indicates the CAS Latency timings. It ss the number of clock pulses that occur between the command given to the SDRAM to output data (Read command) until the data is valid on the data outputs for the PC to use. The lower the number the better.
