what socket are the new phenoms? are they am2 or am2+

The two sockets are physically the same. Processors designed for Socket AM2 will work on Socket AM2+ motherboards and vice versa. The main difference is that the AM2+ supports HyperTransport 3.0 and dual power planes that improve power savings.

so if i was to buy an am2 board would i be able to upgrade to the phenom down the road?

Yes, but you wont be able to realize the full potential of the Phenom CPU.
