modem not working

My friend has a computer that has windows xp professional on it and he
is trying to connect to the internet but it does not work what could be wrong
with the modem.
And how he can fix this problem. He is trying to use no charge it is a
free internetprovider for Washington state residence. I am using a public computer
to get help for him. I am not familiar with computers, so please any help so I
understand what to do would be appreciated.

yeah free stuff isn't always good... can u give us some specs on his computer and/or modem?

its proberly the server being down, since it free they wont have much of a priorty to get it back online

Its more likely he hasn't installed the modem drivers go into device manager and look up the modem is there a yellow icon?then right click on it to see if the drivers are installed.
