Why is it that Toshiba would only make 5400rpm for their "perfromance" notebooks? Is there anything that 5400 has over 7200; besides being slower?

Nothing really, just toshiba skimping out on their technology to save themselves some money.

In a way, 5400 can be a little more reliable, but it is NOT WORTH the bottleneck it causes with your system. The 5400 RPM really bottlenecks the entire system, unless it is so old, the CPU can't keep up with it.
