300-400 Budget

Ok well I am going to be building a friends computer for him. He only needs:

- RAM
- VGP
- CPU
- Mobo
- PSU

He wants to stay between 300-400. Nothing over that. He wants to keep his IDE CD Drive, IDE DVD Drive, Case, and the IDE Hard Drive.

I just can't find something to run that many IDE drives...

EDIT: Change the motherboard, I accidentally counted 2 IDE devices. This should work, just put the CD and DVD drive on the same cable:

Sorry about that, he'll want to run Flight Simulator X at med settings or so.

i think he might want to extend his budget more than, just to be on the safe side, im sure either the AMD\Intel system would run it but he would want a little more jice if he inteded to game at all.
How do I put it on the same cable? I've never done that before.
ther are cables with 3 connectors on them. 0.
