slow windows after format

My dad's computer has gotten slower after being reformatted and I don't know what is causing it because he doesnt have any spyware or viruses, has av installed. it's not a normal slowdown either, all the programs launch fast and respond pretty fast but the windows tear when moved and scrolling through pictures and pdf files is really slow.
 
the only thing i can think of is the video drivers for the video card
try updating them
and if that doesnt work my next suggestion would be to put the setting on your 8600 back to default (un overclock it)
because to high of an OC can cause it not to run properly
 
O no no no I'm not talking bout my computer, it's my dads computer that is having this problem.

specs
p4 2.66GHZ
1gb ram
80gb hdd in 30gb and 50gb partitions
via/s3g unichrome IGP 64MB graphics

also I tried using a visualize thing in winamp on the computer and it ran at 3fps at 800 600 and it usually ran at 25fps
 
Ohhhh okay well the only thing i can think of is the drivers
and that is pretty much the same as my old system
same partions and everything jsut differnt video card
 
thing is though where can I get drivers for that vid card, right now its running ms drivers with the (microsoft corperation) thing after the card name
