CPU too hot?

my amd athalon 64 X2 +4800 3.2 ghz dual core is running at about 35-38 degrees celcius in only bios, I don't have windows installed yet. Is this too bad, there is "super thermal grease" on it. I bought the CNPS9700 heatsink http://www.newegg.com/Product/Product.aspx?Item=N82E16835118020
is this hot, or do I just need to wait for the grease to take affect. My pc can have one more 120mm fan, do i need to invest in one?

35-38 is fine, install windows and see what the temps are when you put it under stress.

the cpu temp is always high in the bios, but when windows is running idle you will see what the temp is, it should be lower then the temp when you look in the bios
